The project Children's Rights Behind Bars will culminate in an European Final Conference to be held in the European Economic and Social Committee in Brussels (Belgium) on the 15 February 2016. This conference will be an opportunity to present, promote and disseminate the first Practical Guide on monitoring places of deprivation of liberty for children in Europe; to raise awareness on the importance of monitoring these places, of practices and methods of adapted monitoring, of cooperation between monitoring mechanisms and of international and regional standards; promote global study on deprivation of liberty of children ordered by the General Assembly of the United Nations that will start soon. This conference will gather many professionals from all EU member States, Council of Europe and other countries of the world specialised in child rights, monitoring and deprivation of liberty.

Programme

A number of information and/or training sessions (2-3 hours modules) will be organized within several concerned institutions in order to present the guide within the different working teams. The organisations where these training sessions will be implemented are:

- The SPT (UN Subcommittee on Prevention of Torture);

- The CPT (European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment);

- The CoE (Children's Rights Unit);

- The EU Parliament;

- The ENOC (European Network of Ombudsman for Children).

Once the final draft of the guide is approved, translation (English, French), layout, printing and dissemination of the guide will be undertaken. We will also edit, print and disseminate an explanatory brochure (in English and French) in order to present the guide to a wider public (including the description of the content, instructions on how to get it, the target public, etc.).

Brainstorming session on the Guide, assessment of the project's evolution and preparation of the final conference, to be held in January 2016. This meeting also aims at enhancing mutual trust and cooperation between experts and partners and exchanging information on the monitoring of places of deprivation of liberty at the European level (civil society organizations, universities, monitoring bodies (CPT, SPT), experts, etc.).
